Marc's answer will get you access to the android device's internal hd and sd card (if you have one). It seems you are looking for an application to manage all of those things. I recommend you do a good search for something called airdroid. Do a google search for it as I do not have enough karma points to post a direct link. Hope it helps!

You can connect your Android mobile as an USB storage device. On you Android mobile choose Settings > More settings > USB utilities > Connect storage to PC before connecting it to your computer.
