So, when I boot up my computer it wont connect to WiFi, it tells my a hardware switch is off. However if I put the computer to sleep and wake it back up the WiFi turns on. Is there a way to keep it on all the time? P.S I'm using Fedora 19 on an HP Envy Touchsmart. It didn't always do this, it just started one day.

I have attempted booting from a Live CD using various distributions, same problem. Thanks.

Try booting from a Live CD and see if it does the same thing. If it does, it's hardware; if not, let us know (as a comment below this answer) and we'll see where we can go from there.
