cd/dvd of fedora can i send a copy to a friend in the philippines?

Ive read the entire sections on export and legal and have not found if i can give it to my friend. The internet where my friend lives is so bad that its only way to get it. Im just wondering if my friend can have if i send it to her. She wont know how to hack or change any of the code just use because windows 7 is not working for her?

Fedora is built with Free and Open Source Software. Use it, modify it and redistribute according to our License Agreement.

The key is: You can redistribute the exact same copy to everyone not included in the forbidden countries defined by the U.S. Export Administration Regulations. So yes, you can send Fedora to the Philippines.

The Export Regulations are on the website but we are not allowed to translate them. If you need help understanding the content, please join a local ambassador.

You can even join a Customs letter in order to avoid Customs fees.

Yes you can send it to your friend. Fedora is a composed from free software, that can be used by anyone, without any restrictions (like your place of habitation).
