How can I update Fedora 19 Gnome to 3.10?

Like Artur said, you can upgrade to Fedora 20. However, Fedora 20 is in a beta stage, and it's not suitable for prodution or daily use.

There's another way you can upgrade to Gnome 3.10, and that is using their build tool.

They have a manual on how to accomplish this and you can read it here: JHBuild Manual

This way you'll upgrade your Gnome, and leaving your Fedora installation unarmed.

You could enable repos for Fedora20 and update gnome, or just install Fedora20-alpha.
