I have fedora13 and RaLink 5390 on a presario cq43 compaq laptop. I cannot see the wifi network. It is wap and I do not know how to set it up. I do not know what the problem is between drivers and configuration.

fedora 13 is rather old and no longer supported. I suggest you move to a current version, i.e. fedora18 or fedora19. If you prefer the more classical look you can try the MATE spin.

If you really want to fix your fedora13, we need to know if it is a driver issue or a configuration issue, is the driver module loaded? (deliberately not giving the corresponding command, because of the EOL version)

Please just use a supported Fedora edition. Fedora 13 is way too old.
