Multiple languages for a keyboard

In Windows I know you can have multiple languages selected for your keyboard and hot key ctrl and shift and it will change the keyboard. Does Fedora have anything like that? I am looking for Bulgarian and Russian.

Do you mean you're looking for hotkeys to change your keyboard layout with? What desktop environment are you using, and what version of Fedora?

Activities -> System Settings -> keyboard -> Layout Settings

(little plus sign on bottom left corner to add languages)

If you have more than one languages/layouts then you will get a click-able icon on your desktop top bar similar to the Windows button in the icon tray to switch language.
