When I switch to text consoles (CRTL+ALT+Fx) I see wrong characters when listing files, for example. It happens with characters others than ASCII. In /etc/vconsole.conf I have:

KEYMAP="es"
FONT="latarcyrheb-sun16

And localectl status:

   System Locale: LANG=es_ES.UTF-8
       VC Keymap: es
      X11 Layout: es

I've seen more people having issues with the latarcyrheb font on this website, search for their questions, maybe they are of help to you.

As I have seen in the devel mail list, adding this to /etc/rc.d/rc.local fixes it:

#!/bin/sh
setfont -C /dev/tty1 latarcyrheb-sun16
setfont -C /dev/tty2 latarcyrheb-sun16
setfont -C /dev/tty3 latarcyrheb-sun16
setfont -C /dev/tty4 latarcyrheb-sun16
setfont -C /dev/tty5 latarcyrheb-sun16
setfont -C /dev/tty6 latarcyrheb-sun16
