Rails Community on fedora

Is there any particular reason that Fedora doesn't appear to have the Rails community support that Ubuntu does.

Most guides appear to be based on Ubuntu for Example

Given that Fedora maintains more up to date packages and that postgres is actually maintained in fedora as well this seems counter intuitive.

Is there a technical or social reason that causes this? If I was to use fedora for ROR would I be able to find adequate support for issues?
