Check any logs to start with: /var/log/messsages. Bluetooth support in gnome isn't very good at the moment. They intend to update to BlueZ version 5 sometime in the future. Hopefully by gnome 3.10 or 3.12.

Also install the obexfs package. Then go to the "Sharing" menu item in the GNOME Settings panel, and enable receiving files over bluetooth.

You will need to restart your computer before the settings take effect.

I see that this question was marked as outdated but I just used this answer on Fedora 20. I just wish that gnome would have presented an error message instead of just sliently failing when receiving a file fails. The only thing I had to go was obexd[2054]: PUT(0x2), FORBIDDEN(0x43) from journalctl.
