Cinnamon 1.8 is included with Fedora 19 and has a good bit more features than Fedora 18's Cinnamon 1.6. Will Fedora 18 get a Cinnamon update before its too late? If not, does anyone know what the difficulties might be of down-porting Cinnamon 1.8 to Fedora 18? I know that there were compatibility issues with Cinnamon 1.8 and Gnome 3.6, but as I understand it, those have been resolved. Can someone correct me if I'm wrong, or share additional information?

The only information we can give you is the updates policy:

http://fedoraproject.org/wiki/Updates_Policy

Such questions or RFEs (request for enhancements) should really go to our bugzilla where the maintainer could answer them. While we try and keep as much information as possible, it isn't really possible to know what maintainers plan :)

If it's a major upgrade, I expect that F18 won't get it.
