I installed F18, and I am not able to find the option for editing gnome-panels.

Nor, I am able to find the option where "desklets" can be configured.

If you are running the default desktop environment, GNOME Shell, there aren't any panels or applets. You can modify the desktop environment using extensions.

If you really prefer the older interface, you can either use the fallback mode (classic mode in Fedora 19) or install MATE desktop environment instead.

Discovered that MATE is the "traditional gnome-2 desktop" (improved). This helps. Let me try it out.
