Yes, you can use the Android SDK tools. I did so with my Nexus 4.

Use this su binary for gaining root: https://play.google.com/store/apps/details?id=com.koushikdutta.superuser

Zip file for loading via recovery mode: http://download.clockworkmod.com/superuser/superuser.zip

Recovery image: http://download2.clockworkmod.com/recoveries/recovery-clockwork-6.0.3.1-grouper.img

First, place the Superuser ZIP file on your tablet in /sdcard.

Second, use the "fastboot" tool from the Android SDK to flash the recovery. You can either flash it permanently or do it one-time.

Third, use the clockwork recovery image to install the ZIP file from /sdcard.

Forth, reboot your tablet. You're done.
