dnsmasq starts failed due to pppoe not providing resolve.conf records yet

I am using NetworkManager to share my internet, and use dnsmasq to front the DNS queries. However, since the pppoe connection is started by NetworkManager too, there aren't any nameservers for dnsmasq to share. It tries to read resolve.conf but likely finds an empty file and fails. When I log in to the machine and do systemctl restart dnsmasq everything works as expected. Is there a way to handle this gracefully, without having to botch a rc.local or so. Likely I could change the system start order?

I don't remember the details of the top of my head, but I believe you should not actually use the dnsmasq.service at all. Instead, you should modify your NetworkManager config and have it manage and start dnsmasq. Go have a look at the dnsmasq section in the NetworkManager documentation.
