Why can't I create user account and root password

Ive downloaded Fedora and begun install. I get to the setup where I have to pick a language and location and time. I confirm my hard drive info and proceed to finish install, after doing that it should bring up the option to create user accounts and root passwords but it never does, screen just stays blank while the download completes and I'm never able to create any user accounts.

I'm assuming you're talking about Fedora Workstation. You'll be prompted to create a user account when you boot into the system for the first time.

Fedora no longer sets a password on the root account by default; your new user account will be added to the sudo'ers group. You can run sudo su, authenticate with your user's password, and then set a root password by runningpasswd.

The other spins, such as XFCE or LXDE lets you to set up root password and to create the first user account during install.
