Yes , it is.
I tested vmware player with the default first kernel 4.18.16 on fedora 29.

Switch to the root user.

$ sudo -i
user password

In a fresh fedora 29 installation, exclude kernel updates, add the following line in the /etc/dnf/dnf.conf file

exclude= kernel*

To allow or keep more than 3 kernels , edit the following line, just in case you need update to a new kernel someday, the first earlier kernel won't be erased and will be in the grub menu.

Now , update the system

# dnf update

Install vmware, download the software in the official website

Give permission execution to the file only for the root user.

# chmod 764 ./VMware-Player-15.0.2-10952284.x86_64.bundle

# ./VMware-Player-15.0.2-10952284.x86_64.bundle

Solve some issues about running vmware player
Install some utilities

# dnf groupinstall "development tools"
# dnf install kernel-headers kernel-devel

Thanks to Quoc Duan

# ln -s /usr/include/linux/version.h /lib/modules/$(uname -r)/build/include/linux/version.h
# dnf install elfutils-libelf-devel
# vmware-modconfig --console --install-all

At this time you will have vmware working on fedora 29.
Run the software by terminal if you like.

# vmplayer

I tried with my Fedora 29 and it cannot compile vmmon and vmnet. I have to clone new source code by run below command:

git clone -b workstation-15.0.2

Then replace two vmmon.tar and vmnet.tar to make vmware works.

After compilation of the libraries, it's necessary to do "modprobe vmmon" and "modprobe vmnet", then launch as root "vmware-netcfg" to reconfigure all network interfaces

Christian Bueno's answer was very solid, worked for me! I changed the dnf install kernel-headers kernel-devel step to sudo rpm -i kernel-devel-4.18.16-300.fc29.x86_64.rpm I downloaded this rpm here

For Fedora 29 kernel 5.0.6 and 5.0.7 use branch workstation-15.0.3-test

make install
make tarballs
sudo cp *.tar /usr/lib/vmware/modules/source/
sudo vmware-modconfig --console --install-all
