fedora 28 vagrant libvirt doesn't work can't get ip adress

Hello, I am running fedora 28 vagrant and libvirt

vagrant --version
Vagrant 2.2.2
vagrant plugin list
vagrant-auto_network (1.0.3, global)
vagrant-libvirt (0.0.45, global)
vagrant-mutate (1.2.0, global)

then I run vagrant it can't get IP. don't understand how to solve the issue.
