How you can read there -> Extra Packages for Enterprise Linux (or EPEL) is a Fedora Special Interest Group that creates, maintains, and manages a high quality set of additional packages for Enterprise Linux, including, but not limited to, Red Hat Enterprise Linux (RHEL), CentOS and Scientific Linux (SL), Oracle Linux (OL). so don't combine this repo in fedora if you want to enter in conflict..

Your URL is broken. There is a space after https://dl. which breaks the URL so wget cannot download from that URL. Instead, wget does interpret the URLs as two separate URLs. The second one is incorrect too. After removing the space, your command should work fine.
