Why this problem in fedora rawhide?image description In the example I gave the command "screenfetch", of which I do not have the package installed. So dnf should find the screenfetch package and ask me to install it ... or at least this happens in fedora 28

Looks like various problems here:

1.) dnf is not searching for packages if a command isn't found, that functionality is provided by PackageKit-command-not-found (PackageKit /= dnf)

2.) Why don't you simply run dnf search screenfetch or dnf install screenfetch right away?

If you want that your terminal suggests packages in case a command isn't found, you need to install a utility called PackageKit-command-not-found (sudo dnf install PackageKit-command-not-found).

If you know what you want, simply run dnf install thisisthepackageIwant

The screen-shot shows that fedora-cisco-openh264 is not available. If it has skip_if_unavailable=True specified, then this should be no problem. But perhaps PackageKit works differently.

Fedora30 is very early in its development at the moment and it is supposed to be broken now and then.

Oh yes, maybe PackagKit is searching for an install candidate but can't skip the broken fedora-cisco-openh264 repo. In that case, just be patient - it will be fixed at some point. But again, there is no such thing as Fedora 30, it's rawhide, and rawhide not expected to work flawlessly, (or even expected not to work well at all times).
