I use createrepo_c (provided by a package with the same name, dnf info createrepo_c):

I place a .repo file in /etc/yum.repos.d/, lets call it testrepo.repo. It has the following content:

The command I use to create the repo then is:

createrepo_c /root/testrepo

(followed by dnf update -c testrepo.repo but that all depends on your use case)
