What are the differences between downloading themes, Icon-themes, designs etc. via Discover and downloading these objects via the Options in the System-Settings.

To my knowledge with Discover (or any package manager front end) you install themes and icon sets that have been pre-packaged for Fedora (they will be available system wide). System-Settings downloads stuff from the KDE store and installs it for the current user only.
