Unable to upgrade from Fedora 27 to Fedora 28

Unable to upgrade from Fedora 27 to Fedora 28. When running the command: sudo dnf system-upgrade download –refresh –releasever=28, returns the following error Error: Problem: nss-pem-1.0.3-6.fc27.i686 has inferior architecture - nss-pem-1.0.3-6.fc27.x86_64 does not belong to a distupgrade repository - problem with installed package nss-pem-1.0.3-6.fc27.i686

The workaround for this bug is

1.) sudo dnf install nss-pem-1.0.3-9.fc28 --releasever=28

2.) sudo dnf system-upgrade --releasever=28 download

I had this problem and I solved it by uninstalling the i686 version on my x86_64 machine:

sudo dnf remove nss-pem.i686

I don't know why the 32-bit version was installed. I've seen no ill effects.
