Programs frequently freeze for a few seconds

I'm experiencing random freezes of single programs every minute or so. The freeze only affects a single window, but sometimes it also freezes gnome itself. I haven't found a way to reproduce it, but every time it happens and I check top, it shows that the frozen program isn't using the cpu at all.
I am using gnome, but I tried i3 and it happened too. I can also not find a program causing the freezes, because it seems to do it no matter what programs are currently running. Sometimes the window will grey out and show the "programm is not responding" dialog window.
My computer is a lenovo t450s with a i7-5600U. It runs fedora 28 now but the freezes also occurred on f27. Thanks in advance!

happening here also, exactly as you described. currently on Fedora 29, gnome, on a i5 Dell notebook with 16GB ram, 500 GB ssd
