I have a "Radeon RX 580 Series (POLARIS10 / DRM 3.23.0 / 4.15.12-301.fc27.x86_64, LLVM 5.0.1)" and I been trying to get blender to gpu render which does not have that option. The only thing I could find is to download OpenCL which I am also having problems doing.

I think you'll have to wait for kernel 4.17 and LLVM 6 to be able to run ROCm (AMD's open source OpenCL driver) on mainline kernel and thereupon Fedora. For now ROCm or AMDGPU-PRO (it has proprietary OpenCL driver) are limited to older kernels (e.g. Ubuntu LTS, RHEL, CentOS).

There are some copr repos if you're willing to downgrade kernel and experiment a bit: https://copr.fedorainfracloud.org/cop...

Do you have mesa-libOpenCL , needed for the Free and Open Source AMD driver ? sudo dnf install mesa-libOpenCL

What is the output of the clinfo command ?
