There's plenty of DE's to choose from. This will tell you how to install them (there are many groups, some contain all packages that are installed from official ISOs).

Next step will be to either start the DE on demand, or automatically on every boot-up.

You can learn more about Fedora editions and package groups by studying comps-f27.xml., or just comparing Workstation and Server editions.

If you wish to switch from Server to Workstation edition

dnf install @workstation-product-environment will install Fedora Workstation edition in addition to Server edition. You’ll have Fedora Server+Workstation edition.

If you really just want to add GNOME to Server edition

dnf install @gnome-desktop. However, do take a look at the file referenced above and make sure you install any additional packages from the workstation-product-environment group. You’ll likely require at least some of the Workstation packages for hardware support and a web browser.
