What directories do I need to backup --without issues

What directories do I need to backup --without issues;

--On the same machine.

--On the same version of the distribution.

ALL?

For Ex: backup from Fedora 27 has everything and boot up Fedora 27 (new) on the same machine with restoring everything!

Only you can determine what to backup and there is always a possibility of conflicts between system settings and packages when you upgrade.

Personally I back up /home , /root , any system files I edit , and any server data such as mail , shared directories on samba or nfs, mysql database , and /var/www/html .

It varies if I am backing up a desktop or server and what services I am running on the server.

 sudo tar --selinux -cvf /tmp/backup.tgz /home /root

-- selinux preserves selinux context

For a full system backup this ubintu wiki page has a nice discussion of options but I would add the -- selinux option
