On-screen drawing package for touchscreen

I am looking for a package which allows one to draw over the whole screen - i.e. that is not restricted to a single window - to use on a touchscreen laptop and/or tablet. But I'm having trouble finding one in the Fedora repositories.

I am using Fedora 27 Workstation with Gnome, and I am lead to believe that such a program is no longer feasible, due to the way the Wayland security restricts screen access to the screen and other windows. Could somebody kindly give me some suggestions? Thanks.

There is a clear install file on the github page that explains how to build on debian. I hope you can find the names of the equivalent fedora packages (e.g. using dnf search "characteristic part of package name")

I have not tried it myself though
