Ask.fpo is always slow, it's by design - not an Ecuador-specific problem.

Fedora is not responsible for the mirrors on each country that is normally some one else who add a server and provide service, all the domains there are from Ecuador so there is no help we can do to provide support for those servers or services.

What you can do is to install fedrepos packages to change your configuration so it do not use the mirrors.

sudo dnf install fedrepos

sudo fedrepos baseurl

Where is an example you can get the baseurl from the commented line baseurl on the file in /etc/yum.repos.d/fedora.repo

Hope this help. Good Luck.
