Why can I upgrade from fedora26 to fedora27?
I've followed the steps shown in https://fedoramagazine.org/upgrading-...
But after reboot, it does not perform the system upgrade at all and reboot again....

How can I solve it?
First, I think the translated version of the DNF-Error is: Failed to synchronize cache for repo 'updates' So did you follow steps 1 to 4 of the "Using the command line" ? What is the output of step 3? (You can just redo steps 3 and 4.)
The same happened to me, i tried in command line and later from Gnome Software that works
