My system has 5GB memory. When I installed 32-bit FC17, the System Monitor said, I have 4.9GB and used only 8%. (In 32-bit Win7, it can only recognize 3.5GB.) In this case do I need to upgrade to 64-bit FC17 in order to use all 5GB memory?

There other benefits apart from memory expansion. Limitation memory per process and slower multimedia handling in my opinion is most notable 32bit disadvantages.

How would someone go about upgrading to the 64 bit version if you already have the 32 bit Fedora 17 version installed on a 64bit system?
