Why does not Fedora include support touchpad from the beginning?

Independent of DE or WM GUI or console tools, I do not understand why is not work by start X or GPM. I remember from Fedora Leonidas is not work. I mean push touchpad for select text to copy, push button... not use to navigate by DE, WM...et as mouse do).

You need use GUI tools to activate it, or search alternatives such as synclient, do script to boot and add boot process...blah blah blah

Summarizing what was said in the conversation that started on Fedora devel list:

Fedora does not intend to make any changes to upstream defaults. Fedora follow DE upstream.

However, Ankur Sinha "Francisco". A Fedora's collaborator did this page with instructions to activate touchpad clic for each DE.
