what is tlp energy_full_design vs energy_full

For some months now I've suspected my lenovo x1 carbon, gen 3, has been losing battery charging capacity. Looking at tlp battery stats I see fields energyfulldesign and energy_full, showing capactiy 84.8%.

Am I correct to assume that these fields are telling me this:

The manufacturer set limit (energyfulldesign) is 50 Wh, the last full charge (energy_full) is 42 Wh, leaving me with a chargeable capacity of 84%.

Is there any way that I can get the laptop to charge up to the energyfulldesign level (or at least my stopThreshold)?

The energy_full_design is the manufacturer's expectation of how much energy can be stored in the battery. The energy_full value is how much was actually stored in the battery the last time it was fully charged. Laptop batteries do lose capacity over time. You could try to reset the measurement by letting the laptop run until the battery is completely discharged and then leave it off and let it charge fully.
