how to allow users to write to usb

I have been away from Fedora a while and with 17 I cannot get it so a user can write to a mounted USB drive... use to be the entry in /etc/fstab could correct this but does not work ,,, or I'm just doing it wrong ....

Having this in /etc/fstab:

/dev/something /mnt/somewhere auto users,noatime,umask=0 0 0

allows you to just run

mount /dev/something

and everyone has access to all files.

You shouldn't put it in /etc/fstab. You should just have to plug it in.
