I decided to try Skype for linux but need the webcam working 1st. I plugged it, booted up, and loaded cheese, but the picture is no good, just RGB static. I can find no useful information searching the internet on how to get a webcam to properly work in Fedora. Is there some useful information that I missed on how to properly install or setup a webcam?

That Camera seem to be supported, have you try on a different USB port, also you can try it with guvcview

You could try a faster USB port (as suggested above), but I guess this issue is caused by your hardware, i.e. the camera is probably bad.
