Why are drive settings greyed out?

In gnome disks, was able to change power settings to spool down HDD's after 30 minutes. One of my external drives, the option for drive settings is greyed out. Why is this and how is it fixed? I also notice there is no disk assessment giving temperature for that drive. The Drive works fine for me, no problems. Just don't need it running all the time.

where you able to do this in a different version of fedora or linux? is it a SATA or USB disk?

It is USB 3.0. I used to have the option for all my hard drives but now the one is greyed out after I re-imaged my OS SSD.

I still cant figure this out but I can add that the HDD is a WD MyBook, I have 2 identical ones. One is recognized like an internal HDD. The second is recognized as if its a USB thumb drive, the one with no settings available to change.
