More feedback than a question.

The default OpenVPN install allows only root to configure client VPN servers.

Inorder to allow a member of group 'wheel' (i.e., admin.) to configure a connection I changed /etc/openvpn/client to group 'wheel'.

I also had to retrieve an update-resolv-conf script from the web - could this be included in a package? (Or is it already?)

How are you trying to configure the client that only works for root? If you are in the wheel group, then you can use sudo to edit the config. If you're just a user, then you should use the NetworkManager configuration tool to set up the VPN.
