Can't connect to Fedora LAMP server over HTTP.

I'm going to get a couple things out of the way here. I am running Fedora ARM server on a raspberry pi. I have installed httpd, mysql, mysql-server, php-pdo, and php-mysqlnd. I have disabled my modem firewall and have stopped firewalld. My raspberry pi is port-forwarded on the modem for ports 80, 443, and 22. After installing the previously mentioned packages I should have been able to visit (my reserved IP address for the raspberry pi) and I would have been greeted with the dokuwiki doku.php file I had placed in /var/www/html/dokuwiki. Alas the connection just loads until it times out. Same goes for my public IP address. I can SSH into my pi from or my public IP address no problem, but for some reason the connection just loads until it times out in a browser. Any ideas as to why that is? Did I not setup my LAMP server correctly? Cockpit works fine and I am wondering if cockpit is using port 80 and port 443 already. I am not very familiar with cockpit.

Can you connect using localhost?
