Cannot open system console

Fedora 25 documentation section 1.1 says a system console can be opened by typing Ctrl-Alt-F2 through F6. Either this does not work or I cannot figure out how to get it to work on my PC, an HP Probook 450 G3. I have also tried holding the fn key while pressing the other three keys, and by pressing the fn key, releasing it, then pressing the other three keys. Nothing happens when I do any of these.

So, how to open a system console on an HP notebook PC?

That should work, unless you have keyboard issue, can you try it with a USB Keyboard?
