Short answer: No

Long answer: Fedora follows an update policy that you can read on their wiki.

The maintainers for Gnome do not update Gnome in an existing Fedora version. Fedora 17 will always have Gnome 3.4.

There is nothing stopping you from downloading the Gnome 3.6 source code and compiling your own copy though.

I would recommend waiting for Fedora 18.

I can't specifically speak about mono etc., but as a policy, we do not introduce major updates to current releases. Only minor updates are made to ensure that the working system doesn't break due to API/ABI changes and the like.
