creating hotspot while connected with wifi

So i can't create a hotspot while being connected to the other wifi network is there any solution or will there be any update or fix for this in fedora 25 or future

I don't think that is possible. It would require your WiLAN card to be able to use infrastructure mode (connecting as client to the Access Point (AP) that serves you with internet access) and AP at the same time to serve your clients. I doubt this is possible with one network adapter.

What you can do is either get a second WiLAN device (usb adapter or so) and use that one as AP, or buy a cheap WiFI router that you connect via ethernet to your PC/Laptop (sharing and routing your Wifi internet connection to a LAN port is not that difficult)

This is definitely "possible". I have often done it with my openwrt routers. It's just that there is no interface in Fedora to easily create this configuration. And it's very rarely required so it's unlikely to be added.

How does performance look like?

It depends on distances. It's not terrible, but you will have at most half the bandwidth, because the packets are being transmitted twice on the same channel. It's much better if you have a dual-mode access point so you can hotspot with one frequency and uplink with the other.
