It is true that for a long time Adobe stopped updating Flash plugin for Linux. However, this has changed and an update has been released (version 24). I use the steps found here for installing and makes a repo available for future updates:

Adobe released new Flash version 24 for Linux in December 2016. The best way to install and maintain flash-plugin is to install Negativo repository for flash-plugin http://negativo17.org/repos/fedora-flash-plugin.repo. This repo is updated with the latest flash release already. Negativo is an alternative Fedora epository like rpmfusion is. Further Negativo repos can be found here.
