Each product does have different install media, different package sets, and even different default file systems for installation. On Fedora 24 for example, most of the LVM VG is empty to permit it to be autoconfigured for LVM thin provisioning for Docker usages as a backing store, or for the user to manually grow root, or create a new LV for other uses without having to back track. Also XFS is the default file system for Server, while it's ext4 for Workstation. The main way to interact with Workstation is via GNOME shell, and for Server it's via the Cockpit web interface.
