Fedora can't be installed on either an NTFS or a FAT32 file system. It needs unpartitioned free space that will be partitioned and formatted during the installation, normally with an ext4 filesystem. Either remove all partitions from the drive if you don't want Windows on it any longer or use the tools provided with Windows to shrink your Windows partition and leave you some free space to work with, then try installing Fedora 21 as F 19 is no longer supported.
