Fedora uses systemd, which doesn't use init.d. You need to create the shell script /etc/rc.d/rc.local either putting the commands in directly, or invoking another script containing the commands and make it executable. Then, just to be sure, run this command as root:

systemctl enable rc-local.service

This will make sure that it gets run at boot.
