Greetings! Seems like you've been given some answers as far as the chatting goes. I don't if there is a command to show you all the IPs in the network, but given that you have access to the DHCP server in your network (most probably your router), you can look for something like Current Pool Summary in your router's web control interface. That would be found under LAN > DHCP Server but this varies from router to router. Again, this will only list the IPs on your network, so I don't see how that could be used for your chatting with someone outside of it.
