I get this too.
The on-screen display image appears on the screen when I try to make the change but has no effect.
This happened on previous versions of Fedora (I think it's the same with openSUSE, and when using Gnome or KDE).
I always thought it was because I was using an on-board Intel graphics (Ironlake Mobile) card/driver.
As a workaround, I can change the brightness during the boot process, i.e. when the Kernel/Rescue option is displayed, but not while the system is running.
Can you do this?
