As you stated in the Question, it is not a good idea to disable automatic checking for updates.

However, you can turn off PackageKit from automatically updating by telling it to not check for new updates. To do this:

  1. Open up the PackageKit GUI (search for "Software" in the overview).
  2. In the Packages menu up the top near activities, choose "Software Sources" image description

  3. In the "Update Settings" tab, set the dropdown boxes for "Check for Updates" and "Check for Major Upgrades" to "Never"

When you want to check for updates, you can go into this same dialog, and click the "Check Now" button to force PackageKit to check for new updates.

As you stated in the Question, it is not a good idea to disable automatic checking for updates.

As Automatically downloading new updates in the background can be turned off. However, ss you stated in the Question, question, it is not a good idea to disable automatic checking for updates.updates.
