I use Legacy Boot with Fedora 29 64 bit KDE Spin. It works fine. Are you using a single drive? I use 2 drives on my laptop and it works fine. When you boot into Windows I suggest resizing the partition in Windows and deleting the space you will install Fedora on giving a location for it to install with free space. It is what I do to install and it works fine with Legacy or UEFI boot. I have done both on this Laptop with 64 bit. Both work fine with having a free empty partition ready with Windows disk management first. I have used both a single drive and later installed an extra drive. Works fine both ways. Make sure to legacy boot from the install USB drive when you use the install media.
