The redhat bugzilla that fedora uses is not connected to the gnome-bugzilla. Maintainers manually file bugs to upstream bugzillas (such as gnome/mozilla/launchpad) after they've verified a bug on the redhat bugzilla. You are welcome to file bugs wherever you choose. However, filing bugs directly at upstream bugzillas generally results in quicker resolution of bugs.

The purpose of the redhat bugzilla is to enable fedora users to have one bugzilla to file all their bugs to, instead of having to sign up and watch multiple bugzillas. The responsibility of keeping upstream aware of the bugs filed at the redhat bugzilla falls under the maintainers. As already mentioned, users are more than welcome to file bugs upstream and make the maintainers' task a tad bit easier.
