Welcome to ask.fedora! You're probably trying to use instructions written for Ubuntu, or some other Debian-derived distro. Fedora is based on RedHat, and uses the rpm system, which has different commands. Instead of using apt and apt-get, you use rpm to install a single package in rpm format and dnf to download and install a package (again in rpm format) and all of its dependencies. The syntax is probably different as well, but if you're having trouble getting it to work, add a comment with the command you're using and the expected result and we'll let you know the proper way to get it done.
