I can't imagine this is a standard or supported configuration for Windows, either by Microsoft or by Fedora. I'd expect all Windows partitions to be self contained on a single drive, either the SSD or the HDD. Anyway the only way to do what you want is to fix it manually, so you're going to need to post the grub.cfg and the output from blkid somewhere, and maybe someone will help describe how to modify the existing grub.cfg, or better how to disable os-prober in /etc/default/grub and add a Windows entry to either /etc/grub.d/40_custom or 41_custom; and then rerun grub2-mkconfig. Anything non-standard is going to be harder to fix and maintain correctly.
